Rostov CHP-2 Working at 'Limit' After Accident, Authorities Say

CHP-2 in Rostov is currently not operating at full capacity. Officials are still considering how to fix the situation. Residents of Rostov continue to complain about the cold in their apartments.
«At the moment, Rostov CHP-2 is working at the limit of its capacity for heat carrier output. Options for increasing the efficiency of supplying this resource are being considered,» a representative of the regional government said in comments under a post by Alexander Skryabin.
Two out of four boilers are operating at the plant. Due to a sharp drop in temperature, the parameters of the heat carrier have deteriorated. The equipment at the CHP plant needs current and major repairs. As Governor Yury Slyusar said earlier, Rostov Thermal Systems (RTS) should soon carry out reconstruction of the power unit and heating networks. For now, it is «implementing a program to improve reliability,» but what exactly this includes was not specified.
Residents were reminded that they should first contact their building management organization. It is obliged to check the in-house equipment and adjust the circulation of the heat carrier, as well as ensure there are no airlocks in the heating system.
In December 2025, more than half of Rostov was left without heating due to a defect at Rostov CHP-2. At that time, the governor promised that all Rostov residents who received bills for heating they did not actually have would get a recalculation. However, some even saw their bill amounts increase.
Slyusar instructed officials to prepare a «zeroing» of payment for the days when the heating was insufficient. Rostov residents continue to complain about the cold in their apartments. For some, due to constant dampness and low temperatures, mold already cannot be removed.
