Yaroslavl Region transport apps entered white list

On 4 February, it became known that the «Yaroslavl Oblast Transport» and «Yandex Go» apps were included in the so-called “white list”. This measure will ensure their operation in the region’s public transport during possible mobile communication restrictions.

Regional head Mikhail Evraev explained the details: «From April 1, we are transitioning completely to cashless payments. Cash will no longer be accepted in public transport throughout the region. Therefore, the most reliable and convenient payment methods are the mobile apps “Yaroslavl Oblast Transport” and “Yandex Go”. They are included in the “white list” and work stably even during possible mobile internet restrictions.»
Payment by bank card remains possible, but according to the governor, due to security requirements, delays or technical failures may occur with this method.
It should be recalled that from 1 January 2026, the fare in Yaroslavl transport increased from 38 to 42 rubles ($0 at current rates).
The transition to cashless payments was accompanied by controversy. From 1 January 2025, buses in Yaroslavl stopped accepting cash, which caused dissatisfaction among some residents. Lawyer Andrei Aleshkin and ombudsman Sergei Baburkin then pointed to a possible violation of passengers’ rights.
The Prosecutor’s Office of Yaroslavl Region, having studied the situation, concluded that the initiative is legal provided that alternative payment methods are preserved. For example, a transport card can be purchased with cash at the «Universal Cashier».
In addition, from late January 2026, the travel pass system was launched in four cities of the region: Pereslavl-Zalessky, Rostov Veliky, Uglich, and Danilov. A monthly pass there costs 1,700 rubles ($19 at current rates). Previously, such cards were only valid in Yaroslavl and Rybinsk.
