Who will install dummy cameras and traffic lights on federal highways in Zabaykalsky Krai?

The contractor who won the auction to install dummy photo-video recording cameras and traffic lights on federal roads in Zabaykalsky Krai has been determined. The document was published on the government procurement website on February 2.
According to Russian law, it is permitted to install dummy cameras on roads alongside working traffic violation cameras. The main principle of the dummies is to remind drivers of the need to follow the rules.
The contract for installing the dummy cameras and a traffic light for 18.9 million rubles (about $210,000 at current rates) was won by the Krasnoyarsk-based company Aitekhniks. According to the contract, 38 dummy cameras will be installed: 18 on the Chita–Zabaykalsk highway, 11 on the Chita–Khabarovsk highway, and the remaining 9 on the Chita–Irkutsk highway. They will be accompanied by appropriate road signs just like real cameras. Most of the objects will have stationary power supply, and some will be autonomous.
A pedestrian crossing with a call button will also be installed at the 9th kilometer of the A-350 highway Chita–Zabaykalsk–border with the People«s Republic of China, i.e., on the Aginsk tract in Peschanka. All work must be completed by December 1.
According to the Kontur.Focus service, Aitekhniks LLC was founded on October 5, 2015, in Krasnoyarsk Krai. The director is Nail Azmukhamatov, and the owners are Oksana Gich and Yegor Kukartsev. The company«s revenue for 2024 was 293.6 million rubles (about $3.26 million at current rates), with a net profit of 18 million rubles (about $200,000).
Photo-video recording systems for traffic violations became operational on federal highways in Zabaykalsky Krai in September 2025 after a long break. The cameras installed in 2022 were later dismantled: a contractor had to be found for their maintenance. In March 2025, when Chita.Ru published a text about the concession agreement with Rostelecom for camera maintenance in Chita ending, the photo-video recording systems on federal highways were still not working.
It was previously reported that Zavavtodor signed a contract for installing 56 stationary photo-video recording systems for traffic violations in Zabaykalsky Krai. For almost 450 million rubles (about $5 million at current rates), this is being done by Rostelecom, which won the open competition.
