Tomsk residents file over 1,000 public transport complaints in three months

Transport companies in Tomsk have faced fines amounting to three million rubles due to numerous complaints about public transport services.

Since November 1, 2025, Tomsk residents have complained about public transport work more than a thousand times, according to Pavel Astapenko, head of the Center for Organization and Control of Passenger Transportation, who stated this at a city council commission on organizing transport services for the population.

Recall that on November 1, 2025, a new transport scheme began operating in Tomsk. Already in the first days, city residents started complain about it on social networks. And they continue to do so to this day, especially on the social networks of the mayor«s office and city head Dmitry Makhin.

According to Astapenko, from November 1, 2025 to January 21, 2026, the Center for Organization and Control of Passenger Transportation received 2,680 appeals, of which 887 appeals contained 1,183 complaints about public transport work.

«Indeed, some carriers have changed their attitude towards providing GLONASS data, but there remain violators who actively ignore this issue. Regarding the new transport scheme, the number of low-floor vehicles has increased, but, again, not without reservations. There are carriers who ignore the requirements of the municipal contract and commit fraud, that is, they change transmitters and instead of low-floor buses, they have regular PAZ buses (a Russian bus brand),» said the head of the Center.

Astapenko also added that during recent frosts, carriers of routes No. 4 and No. 11 (both serviced by the company «Lana», — Ed.) released only one bus on the line, due to which waiting time for passengers increased to 1.5–2 hours.

Regarding such carriers, as reported by deputy mayor — head of the city economy department Dmitry Putrov, the city administration issues penalty sanctions on a weekly basis. Since last November, the sum of fines has already approached three million rubles (approximately $30,000 at current rates).

Add that not so long ago, carriers sent a proposal to the mayor«s office to increase the fare in Tomsk to 50 rubles (approximately $1 at current rates).
