Residents get fines as new paid parking zones launch in Krasnodar

Residents of Krasnodar have complained about fines for unpaid parking. One woman said she had always parked her car on Filatova Street in free, publicly accessible spaces. However, at the end of January, she started receiving fines of 3,000 rubles (about $40 at current rates), as parking there became paid starting January 1. According to the Krasnodar resident, signs for the paid parking appeared in the area only a couple of days ago.
The press service of the Krasnodar administration told the 93.RU portal that information about paid parking on Filatova Street starting January 1 was published in the print newspaper Krasnodarskiye Izvestiya as far back as August 7. However, this news could not be found on the city hall«s own website. Residents were not reminded about which parking areas would become paid and when.
According to information in the newspaper, paid parking has been introduced since the beginning of the year on the following streets:
Sevastopolskaya Street from Krasnykh Partizan to Severnaya Street (both sides, 40 rubles per hour);
Filatova Street from Shkolnaya to Peredovaya Street (both sides, 30 rubles per hour);
Solnechnaya Street from Rossiyskaya to Moskovskaya Street (both sides, 30 rubles per hour);
Industrialnaya Street in the area of building No. 80 (even side, 50 rubles per hour);
Ofitserskaya Street from Dzerzhinsky to Shosse Neftyanikov (both sides, 40 rubles per hour);
2-ya Pyatiletka Street from Selezneva to Stavropolskaya Street (both sides, 30 rubles per hour).
Earlier, the Krasnodar authorities warned that many parking spots in the city«s residential neighborhoods would become paid. However, the exact timing was not specified. Information about the deadlines must be published on the mayor»s office website and in municipal newspapers at least a month in advance, but not all city residents notice the updates.
The main document dated March 25, 2025, already lists 434 streets where paid parking is being gradually introduced; 70 more sections were added to the list in September. Almost all are in residential neighborhoods. In response to an inquiry from 93.RU, the mayor«s office stated that, by law, such decisions do not require discussion with residents, and if people disagree with the introduction of paid parking, they can go to court.
Many residents were outraged by the idea of making parking paid in residential neighborhoods where there is no traffic congestion to begin with. Some have sent complaints to the prosecutor«s office, but the results are unknown. Here is what Krasnodar residents wrote in the fall:
«Does the city administration have a personal grudge against the Yuzhny residential area? Now you park near your house—you pay, you go to the market—you pay, you pick up your child from kindergarten—you pay, you go to the clinic—you pay. I wonder, in two years, will walking around the city be paid? Will exiting onto the roads be paid? How can they do this in a purely residential neighborhood?»
