Omsk to fine some bus owners for incorrect vehicle colors

The Omsk city council is pushing for a unified color scheme across all public transport vehicles in the city.
Deputies of the Omsk City Council discussed penalties for carriers violating the bus color scheme. Vadim Kormilets, head of the relevant department of the mayor«s office, stated at a transport infrastructure committee meeting that all public transport in Omsk must be brought to a unified color style.
“Some buses are already painted in Omsk. It is proposed to fix the standard—buses must be orange, trolleybuses green, trams red. And inter-municipal transport should be blue,” explained the head of the transport department.
A fine of 10,000 rubles (about $100 at current rates) for legal entities is proposed for violating the color scheme. However, it turns out the penalties will not be introduced soon.
According to Vice Mayor Vladimir Kupriyanov, the timing of the liability is not defined, and there are no by-laws. Moreover, the issue should be decided by the regional Legislative Assembly, because the changes are being made to regional legislation. The city council only initiates them.
Yury Archibasov, chairman of the transport committee, explained that the city council will insist that the requirement only applies to transport purchased after the document comes into force.
Transport owners also face a fine of 2,000 rubles (about $20 at current rates) for mismatched advertising inside buses and minibuses. Additionally, they plan to introduce liability for carriers failing to provide data on vehicle movements. Because of this, passengers at bus stops cannot see where the buses are.
“It is necessary to oblige them to transmit data to the navigation system controlled by the municipality. Standing at a stop, passengers will be able to see the movement of all transport on the route,” said Archibasov.
It is also proposed to penalize entrepreneurs for buses deviating from approved routes. But the final say here also lies with the regional Legislative Assembly.
Earlier, the head of the carriers« association explained that branding buses could affect the fare.
