Krasnoyarsk City Hall Plans to End Barrier Wars in Residential Complexes

To solve the access problem in the «Plodovo-Yagodny» residential complex, where residents are engaged in «barrier wars,» a public easement will be established for three years, according to the city hall«s urban planning department.

The city has prepared a draft legal act, which is currently under approval with the Krasnoyarsk prosecutor«s office. The easement area will be 1,632 square meters. It will apply to the access territory of the »Lesnoy Massiv« residential complex, which is currently blocked by barriers.

A public easement is the right of limited use of someone else«s land plot. It can be established, for example, for free passage or access through a land plot. This means the barriers in the »Lesnoy Massiv« residential complex will have to be removed.

In the future, a new exit will appear here. «Specialists from the capital construction department analyzed the territory, but to build a new road-exit for residents of the residential complex, it is necessary to make changes to the street-road network project, then develop the project, and build the road itself. On average, this process will take three years. The establishment of a public easement will be a temporary solution until a new exit from the residential complex is built,» the department said.

The essence of the problem is that different developers built two residential complexes right next to each other here — «Plodovo-Yagodny» and «Lesnoy Massiv.» For «Lesnoy Massiv,» the developer provided its own exit from the residential complex to the main road — Yelena Stasova Street. However, the developer of «Plodovo-Yagodny» simply used a plot of land that was in federal ownership.

In 2025, the federal «Dom.rf» put the land up for sale, and new construction began on it, so the «Plodovo-Yagodny» residential complex lost its exit. Residents started using the territory of «Lesnoy Massiv.» This displeased the neighbors, and they installed barriers, which were then periodically broken by residents of the other residential complex.
