Fines Proposed for Unpaid Parking in Omsk

Members of the city council«s transport infrastructure committee today discussed the size of penalties for residents who park in paid lots without paying. However, there is one nuance—the city has almost no such parking lots. The reason why Omsk needs them was stated by committee chairman Yuri Archibasov.
«This norm is being introduced for the first time in the Code of Administrative Offenses. Omsk is one of the few cities that lack paid parking. Their purpose is turnover. Currently, people who drive around the city during the day cannot park because someone arrives at work in the morning and leaves their car until evening. This situation, in our view, is unacceptable. Turnover is necessary. We are introducing liability for violating established rules,» explained Archibasov.
For non-payment of parking in paid lots, fines are planned for Omsk residents—5,000 rubles (approximately $50 at current rates) for ordinary citizens and 40,000 rubles (approximately $400 at current rates) for entrepreneurs and organizations. In the near future, the city council will prepare the initiative and submit it to the regional legislative assembly.
Omsk residents will also be penalized for spreading dirt from lawns with their cars. For this, a fine of 1,000 rubles (approximately $10 at current rates) is planned. Currently, many park on lawns in the summer, and then cars spread the dirt on the roads with their wheels. This should not happen.
«The goal is not to punish people, but to tell them that parking on lawns is not allowed,» explained Yuri Archibasov.
And for dirty wheels of special equipment leaving construction sites, legal entities will be fined 30,000 rubles (approximately $300 at current rates). But first, these amendments must be adopted by the legislative assembly.
