FAS Accuses Krasnodar Carriers of Overcharging Fares

Three major transport companies in Krasnodar have been fined by the regional antitrust authority for illegally raising public transit fares, abusing their dominant market position.

The Krasnodar branch of the Federal Antimonopoly Service (FAS) found that three major carriers — Municipal Unitary Enterprise «KTTC», Limited Liability Company «Kuban», and LLC «Tekhotrans-Yug» — raised the cost of public transport fares and thereby violated antimonopoly legislation.

LLC «Kuban» serves routes No. 11, 34, 75, 106A, 114A, 150A, 186B. Its founder is Yevgeny Slyusarev. In 2024, revenue amounted to 399 million rubles (approximately $4.4 million at current rates), and net profit was 5.9 million rubles (about $65,600). In 2023, revenue was 318 million rubles (about $3.5 million), and net profit was 33.1 million rubles (approximately $368,000).

According to the authority, from 2023 to 2025, the combined market share of these companies in passenger transportation exceeded 50%. This means they hold a dominant position and are required to observe special restrictions.

LLC «Tekhotrans-Yug» serves routes No. 1, 28, 42, 78. Its founder is Sergey Rublevsky. He also owns a transport company in Armavir (LLC «Armaviravto»). In 2024, the Krasnodar company showed revenue of 351.6 million rubles (approximately $3.9 million at current rates). And net profit, according to the «Kontur.Fokus» service, was 0 rubles. In 2023, revenue was 324 million rubles (about $3.6 million), and net profit was 20.7 million rubles (approximately $230,000).

The antimonopoly service found that the carriers set tariffs higher than previous ones, which was considered an abuse of dominant position. FAS noted that the public transport market has social significance, and price increases could infringe on the interests of residents and visitors of Krasnodar.

The companies were found guilty of violating the law on protection of competition. They were issued mandatory instructions and will also be fined in accordance with the Code of Administrative Offenses of the Russian Federation.

Recall that on December 7, 2024, in Krasnodar the fare for trams, trolleybuses, and buses of KTTC was raised from 40 to 50 rubles (approximately $0.44 to $0.56 at current rates).

Earlier, authorities and KTTC representatives explained the price increase by rising costs of spare parts, utility payments, and the need to increase salaries to address the shortage of drivers and conductors. Moreover, KTTC needs funds for the repair of tracks, tram cars, trolleybuses, and the contact network.

Meanwhile, for private carriers, including LLC «Kuban» and LLC «Tekhotrans-Yug», the fare is 55 rubles (approximately $0.61 at current rates).
