Authorities to Buy Land from Rostov Resident Due to Vavilov Street Reconstruction

The Rostov administration will comply with a court decision by buying a plot and buildings from an entrepreneur whose business was halted due to road works.

In Rostov-on-Don, the city administration will be forced to buy a land plot and two buildings belonging to a local entrepreneur after losing in two court instances. The property, located at Vavilova, 73, falls within the street reconstruction zone, making its further use for business impossible.

This involves land with an area of over 2,000 square meters and two non-residential buildings with a total area of about 562 square meters. Their owner, entrepreneur Alexander Kurinov, originally owned a larger plot of 5,405 square meters. In 2022, part of his property measuring 3,356 square meters was seized for city needs.

On the remaining territory, Kurinov had a warehouse with freezing equipment, but its operation became impossible. After the seizure of part of the land, the transformer substation that powered the facility remained on the seized plot, and energy companies refused to connect the equipment on the new territory. As a result, the entrepreneur lost access to electricity.

In November 2023, the administration refused to buy the remaining, essentially useless land, citing that it was not within the project boundaries. Soon after, the warehouse began experiencing power supply disruptions due to construction works, and later a fire occurred. Access roads to the facility were blocked, leading to the loss of tenants.

In March 2024, Kurinov applied to the Arbitration Court of the Rostov Region with a demand to declare the seizure illegal and oblige the city to buy all the property in its entirety. The claim amount was 137.1 million rubles (approximately $1.37 million at current rates), including the cost of the remaining assets (129.8 million rubles, or about $1.3 million) and losses.

The court of first instance in April 2025 satisfied the entrepreneur«s demands. The administration filed an appeal, but in December of the same year, lost it as well. The authorities did not appeal the decision in cassation, and on January 30, 2026, a ruling on its execution was issued.

Thus, the cost of the Vavilov Street reconstruction project, which has already significantly exceeded the initial estimate, will increase by the amount needed to pay the entrepreneur. The works, which were planned to be completed at the end of 2025, have now been postponed to May 30, 2026. The project budget has grown from the initial 9 billion rubles (about $90 million) to 10.1 billion rubles (approximately $101 million at current rates).
