Perm Krai launches youth sports development program

Perm Krai authorities are working to expand sports opportunities through new facilities and targeted programs.

Governor Dmitry Makhonin and Minister of Physical Culture and Sports of Perm Krai Tatyana Chesnokova discussed the department«s results for 2025 and plans for 2026.

Dmitry Makhonin noted that significant work has been done in developing sports infrastructure in the region in recent years — hundreds of facilities have been built and repaired.

— «It is important to continue this work, as well as create more conditions for mass sports. In addition, expand opportunities for children«s and adaptive sports. We must support young athletes in their endeavors: ensure accessibility of sections and competitions. And help returning compatriots from the special military operation zone recover and engage in sports,» emphasized the governor.

Over the past five years, about 700 sports facilities have been created. Last year, work was completed on 32 outdoor and 11 indoor sports grounds, six stadiums were built, five modular ski bases, and major repairs were carried out on five facilities. Under the federal project «Business Sprint», one «smart» sports ground and five GTO grounds were installed.

— «Since 2026, we have changed our approaches. Now the emphasis in construction is on covered all-season facilities in municipalities of the region, which will be built under the targeted investment program. For the first time, we have provided such a volume of construction of large infrastructure — about 30 facilities over the next five years. Design and estimate documentation is already being developed for some of them,» said the minister.

For 2026, funding for capital repairs has been increased by attracting federal funds. Plans include modernizing stadiums in Tchaikovsky, Yurla, and Kuyeda, as well as the V. M. Konovalov sports school and the «Temp» school in Berezniki. Another 12 GTO grounds and three smart sports grounds will be built.

By order of the President of Russia, by 2030 the percentage of population involved in sports should be at least 70%. To achieve this, Perm Krai is implementing programs: «I Can Swim», «Coach of Our Yard», «Sport for Everyone».

In 2026, an interdepartmental program for the development of youth sports was adopted. Thanks to it, support for regional sports federations for organizing trips of members of the Perm Krai national team to official interregional and all-Russian competitions has been increased. A ban on charging entry fees for persons under 18 years old has been introduced.

Another important area is the development of adaptive physical culture and sports. The «Center for Sports Training in Adaptive Sports» implements individual programs for rehabilitation and habilitation of people with disabilities, including children. Combat veterans and participants of the special operation are also helped with rehabilitation and sports medicine.

— «We are intensifying our work by involving combat veterans and participants of the special military operation in classes. Thanks to the opening of new sports facilities, we are introducing and developing new areas of adaptive sports,» emphasized Tatyana Chesnokova.

Altogether last year, more than 1,000 sports events were held, of which over 100 had all-Russian and international status. Their participants numbered over 350,000 people. Major events of the past year included the Water Activities Festival, the Perm Marathon, and the Winter Sports Festival.

— «We give priority to those sports and physical culture events that gather the largest number of participants and generate spectator interest, as well as have social significance. It is important to make them recognizable far beyond Perm Krai, so that they become a point of attraction for guests from other regions. Also consider the possibility of creating a line of physical culture events for active recreation of residents,» commented Dmitry Makhonin.
