Samolyot Seeks 50 Billion Ruble State Loan

Developer Samolyot asked the government for a subsidized loan, offering a blocking stake as collateral. The company's shares fell nearly 6% on the news.

The Samolyot Group has sent a request to the government for a subsidized loan of 50 billion rubles (approximately $500 million at current exchange rates). The developer«s shareholders are ready to transfer a blocking or larger stake to the state for participation in management, with the right to repurchase them at a new price.
Samolyot CEO Anna Akinshina emphasized in a letter to Prime Minister Mikhail Mishustin that the company, «understanding its responsibility to homebuyers, the state, and investors», is taking all measures to ensure stable operations. To fulfill obligations to homebuyers, management is requesting a stabilization loan of up to three years.
The company noted that seeking government support to optimize financing amid tight monetary policy is common market practice. Over the past year, Samolyot reduced its corporate debt by 28 billion rubles (approximately $280 million at current rates), increasing the share of secured debt from 71% in 2024 to 78% in 2025.
«As an industry leader that builds in 16 regions of the country, we understand the importance of preserving the ability to purchase affordable housing for millions of Russians, especially for young families. Optimal financing will simply help prevent a multiple indexation of prices on square meters under construction», the Samolyot Group stated.
News of the support request triggered a nearly 6% drop in the developer«s shares on the Moscow Exchange during evening trading. Among the risks, company management cited possible adjustments to subsidized mortgage programs. Since February 1, the terms of the family mortgage have changed: now spouses must act as co-borrowers, and the loan is »tied« to the child.
Previously, delays were recorded in the transfer of keys to homebuyers of two Samolyot residential complexes in the suburbs of St. Petersburg.
