No One Wants to Buy New Apartments in Samara

Experts at the portal Dvizhenie.ru have named Russian cities with the largest volumes of unsold housing in new developments. Samara made the unfortunate list.

The largest volume of unsold housing in new buildings with completion by the end of 2025 is in Krasnodar, over 60%.

  • Between 40 and 50% — in Krasnoyarsk, Samara, Novosibirsk, Ufa, Volgograd, Voronezh, and Rostov-on-Don.

  • The most favorable sales situation is in Yekaterinburg, Moscow, and Nizhny Novgorod.

    More than a third of unsold space in buildings being completed this year is a historic high. This share had been declining in recent years but has doubled since 2020, from 18%, according to analysts at Dvizhenie.ru, citing the Unified Information System for Housing Construction (UISHC).

    “Such a share of unsold housing in ready-to-deliver buildings is a serious burden for developers. After commissioning, they will not be able to sell these apartments through subsidized mortgage programs, and market rates are very high now,” said Yan Grayshin, head of the analytical center at Dvizhenie.ru.

    Other studies confirm the sad trend. In particular, the press service of the Razvitiye Group, citing a joint study with bnMAP.pro, reports that in 2025 the number of transactions with primary housing in Samara decreased by 4.8% compared to 2024. Buyer activity declined, while supply and prices for new buildings continued to rise.
