Lawmakers Propose Extending Family Mortgage Access to Pregnant Women

A Russian lawmaker has proposed expanding the state-supported 'Family Mortgage' program to include families from the seventh month of pregnancy, citing the need to help young families secure housing when they need it most.

The state-supported «Family Mortgage» program has been proposed for expansion by allowing loan applications from the seventh month of pregnancy. This initiative was put forward by Kaplan Panesh, deputy chairman of the State Duma Committee on Budget and Taxes.

«The existing state program to support families with children has proven its demand but requires development taking into account the real-life situations of Russians. It is important to help young families acquire their own housing precisely when the most urgent need arises — with the birth of a child,» the deputy said in a conversation with TASS.

Key proposals include the following points:

Access from the seventh month of pregnancy. Allow the application for the «Family Mortgage» during the pregnancy stage so that the family can welcome the child«s birth in new housing. Currently, the program is available only to families with already born children.

  • Installment plan for the down payment. Provide the opportunity to split it (at least 20% of the housing cost) into several payments. This will help reduce the financial burden at the start, as many families find it difficult to gather a large sum at once, even with the use of maternity capital.

    Implementing the new rules will require additional legal regulation:

    Establishing a procedure for official confirmation of pregnancy to participate in the program.

  • Formalizing the mechanism for phased payment of the down payment.

    Currently, the rate for the «Family Mortgage» is 6%. The down payment is 20%. The borrower is a Russian citizen, and the children must also be Russian citizens. From February 1, 2026, both spouses are required to be co-borrowers under the contract.

    The program can be participated in by families that have at least one child up to six years old inclusive, a child with a disability up to 17 years old inclusive, or two minor children. The age of the children is considered at the time of signing the credit agreement.
