Tyumen Region Deficit May Increase 15.6 Billion Rubles

The Tyumen region government has drafted a bill allowing the budget deficit to exceed the current limit by 15.6 billion rubles, and deputies passed it on February 5.

The deficit of the Tyumen region budget could increase by 15.6 billion rubles ($173 million at current rates), and along with it the volume of state debt. In addition, the authorities are entitled to exceed the government borrowing program by the same amount. This possibility was provided for by the regional government, which first drafted a corresponding bill, and regional deputies passed it on February 5.

«Establish that the volume of the regional budget deficit in 2026 may exceed the deficit amount set by the law <…> and the restrictions <…> by an amount within 15.6 billion rubles,» says the document.

During the meeting, Communist Party deputy Oleg Galchenko asked what the maximum possible amount of borrowing and budget deficit would be.

«Taking into account the planned budget deficit and the proposed maximum excess, we estimate the possible volume of borrowing at about 50 billion rubles ($556 million at current rates) by the end of the year,» replied Mikhail Taranov, director of the Tyumen region finance department.

Earlier we reported that Tyumen deputies in December of last year adopted a budget for the coming years. At that time, it was assumed that the deficit in 2026 would be 35.6 billion rubles ($396 million at current rates). Given today«s decision, it may increase.
