New ministry appears in Primorsky Krai government

Since February 1, a new agency has officially begun operating in the government of Primorsky Krai — the Ministry of Internal Policy. It is headed by Alexander Khudolozhny, who previously led the department of the same name for more than two years.
In this post, he previously replaced Sergei Bataev, who in turn moved to the position of Minister of Property and Land Relations of Primorsky Krai.
Regional authorities announced that the Department of Internal Policy would be transformed into a ministry back in late November last year. The corresponding resolution was approved by the first vice-governor of Primorsky Krai, Vera Shcherbina.
Elevating the status of the agency to the ministerial level means strengthening its role in the regional power system and expanding its administrative weight. Information about the ministry has already appeared on the official website of the regional government, with a separate tab created for the structure.
The powers of the new agency directly affect key processes within the region. In particular, the Ministry of Internal Policy coordinates the work and interaction of state authorities in Primorsky Krai with municipalities. In simpler terms, it is here that the dialogue between the region and cities, districts, and settlements is built.
But the functions do not end there. The agency also determines the number of notaries in notarial districts; ensures communication between the head of the region and the government with public associations; oversees interaction with political parties, religious organizations, and the non-profit sector.
Andrei Zharkin, a participant in the presidential personnel program “Time of Heroes,” may be appointed to the vice-governor post overseeing internal policy, which has been vacant for about a year. Since July last year, he has been undergoing an internship in the government of Primorsky Krai and has actually been dealing with internal policy issues since then — at the personal suggestion of Governor Oleg Kozhemyako.
