On January 30, St. Petersburg Governor Alexander Beglov made personnel changes, replacing the heads of several committees at Smolny. One of the new appointments was the decision to make former head of the Central District Elena Razumishkina (née Fedorova) the head of the youth policy committee, replacing acting head Roman Volkovsky.
Elena Razumishkina is 40 years old. Her career began in 2007 in the consumer market department of the Central District administration, after which she moved to the district utilities department. From 2011 to April 2014, she served as deputy head of the service branch at the «Unified Settlement Center» of the State Unitary Enterprise «Vodokanal of St. Petersburg». In April 2017, she was appointed deputy chairman of the committee for industrial policy and innovations, which was then headed by the current chairman of the city election commission, Maxim Meiksin.
When Meiksin took over the administration of the Central District in 2019, Fedorova first became his advisor and then his deputy. After Meiksin became vice-governor for internal policy in 2021, Fedorova assumed the position of head of the Central District. It is possible that during her leadership, she gained experience in interacting with youth associations.
After her appointment as district head, information appeared online about activists of the «Volunteer Company» who organized events in the city center, such as creating live installations on Navy Day, participating in the «City Patrol» to clean streets of advertisements, and organizing holidays for schoolchildren. In 2024, several representatives of the «Volunteer Company» were elected municipal deputies in central districts, despite the ambiguous reputation of some. For example, deputy Konstantin Deshe from the Smolninsky District is known for a video with semi-naked women and suspicious powder, and deputy Daniil Chertok from «Ligovka-Yamskaya» danced in a women«s swimsuit on stage near Sinyavinsky Heights. These cases caused dissatisfaction among locals but did not lead to serious consequences.
During that election campaign, Fedorova went on maternity leave. A year later, the district administration website noted that she had changed her surname to Razumishkina — the same as that of Vice-Governor for Housing and Communal Services Yevgeny Razumishkin.
