Law enforcement searches Goryachy Klyuch administration

According to a source at 93.RU, law enforcement officers conducted searches at the administration of Goryachy Klyuch. The reason was the construction of a school using budget funds, more precisely, the fact that it was put into operation. The school in question is located at 193/E Lenin Street. It was built under the national project «Education».
At the time of the building«s commissioning, the developer had not received a conclusion from the Krasnodar Krai Department of Construction (depstroy of Kuban) confirming compliance of the facility with the project documentation, including:
energy efficiency requirements;
requirements for the installation of energy metering devices.
According to preliminary data, the general contractor did not complete the work in full, but the school was nevertheless put into operation. In September 2025 (when classes were already in session) a fire broke out in three classrooms. This fact was concealed from the public and the media.
Officials justified putting the building into operation (although it was not allowed) by the need to «fulfill planned indicators». The permit for commissioning at the end of 2024 was issued by the deputy head of Goryachy Klyuch, Yuri Bylino (who is suspected of exceeding his authority under Part 3 of Article 285 of the Russian Criminal Code). He acted on the instructions of the city head, Sergei Belopolsky.
Earlier, the 93.RU portal reported that on 20 January 2026 it became known about searches at the office of the head of the Primorsko-Akhtarsky district, Maxim Bondarenko. His deputy also came under suspicion.
This is the same official who sued a retiree from Primorsko-Akhtarsk and wanted to claim 300,000 rubles (about $3,000 at current rates) from her. The woman criticized the official in comments on VKontakte (a Russian social media platform) and said that he «lies as easily as he breathes». However, the court eventually decided to significantly reduce the amount of the claim — to 85,010 rubles (about $850 at current rates).
