Investigative Committee reopens case against Tomsk doberman breeder

Alexander Bastrykin, head of the Investigative Committee, intervened to have the case reopened.
In Tomsk, a criminal case has been reopened against the owner of a kennel whose dogs have repeatedly attacked people. According to a source from NGS70.RU, this concerns the «Tomsk Guardian» kennel, which specializes in breeding and selling dobermans, and its owner Elena Boiko.
Recall that in March 2025, NGS70.RU reported on the stories of Tomsk residents who fell victim to attacks by dobermans from the «Tomsk Guardian» kennel. The first victim in 2020 was a 13-year-old girl whose hands were bitten by dobermans. Another attack victim in 2022 was a 15-year-old teenager who had half his ear bitten off by a dog from the kennel. The most recent incident occurred in 2025, when a small pet dog sustained injuries from doberman bites. The owner of «Tomsk Guardian,» Elena Boiko, told our journalist that her dogs never attacked people intentionally.
The press service of the Investigative Committee stated that the criminal case against Boiko had already been investigated, but upon the prosecutor«s decision, the order to initiate the case was revoked. Attempts were made to appeal the prosecutor»s decision, but this yielded no results.
On January 18, 2026, it became known that the head of the Russian Investigative Committee, Alexander Bastrykin, gave instructions to reopen the criminal case against Elena Boiko. The execution of this instruction has been placed under supervision by the central office of the department.
