«The youngest child was less than a year old at the time of the fire, and the eldest was 9,» 76.RU was told by Armen Yagutyan, a relative of the fire victims. «I was at work when I found out the house was on fire. When I arrived, the fire engine was already there.»

The flames damaged the entire second floor, covering 120 square meters, and the first floor was flooded with water — it is also uninhabitable. Thus, the large family was left homeless.

«We lived in the house as a big family: me, my brother with his wife and five children, and our parents. Now we are renting three places: a house and two apartments — for my brother«s family, me, and our parents. The situation is extremely difficult because we needed one apartment for the whole family, but it turned out to be almost impossible to rent,» Armen shared.

Citizens affected by a fire can claim assistance (according to clause 3.4.1 of the order of the Department of Labor and Social Support of the Population of Yaroslavl Oblast «On Approval of the Procedure for Granting Social Assistance»):

  • if the residential premises and all property in it are completely lost, each person registered at that address at the time of the fire or who submitted documents for registration before the fire is paid one subsistence minimum to cover immediate needs;

  • if harm to health was caused as a result of the fire or its extinguishing, the victim is paid two subsistence minimums;

  • in the event of complete loss of housing and property, each owner or person registered at the address at the time of the fire receives two subsistence minimums as compensation for the damage;

  • in the event of partial damage to housing or property, two subsistence minimums are also provided to the victims, but the amount of payment is calculated in proportion to the share of ownership.

As 76.RU was informed by the administration of Borisoglebsky District, the large family was provided with assistance for immediate needs.

«Material assistance has been paid to all seven family members,» clarified the district administration.

The cause of the fire was an emergency mode of operation of electrical equipment, 76.RU was informed by the Main Directorate of the Ministry of Emergency Situations (EMERCOM) for Yaroslavl Oblast.

The house is slowly being restored.

«Now we have made the sheathing, we haven«t covered the roof yet, but we closed it with a windproof membrane. The debris was difficult, we hired a team to remove the garbage. In early December the weather helped, if it had been cold, everything would have frozen and we wouldn»t have been able to work.»

The district administration reported that each family member should receive another payment in January: «Social assistance in the amount of two subsistence minimums for each person who is an owner of the residential premises and (or) registered at the place of residence (stay) at this address at the time of the fire, as compensation for damage in connection with the complete loss of the residential premises and property located in the residential premises, will be paid in January 2026.»

After inquiries from the editorial office of 76.RU to the administration, the local authorities informed the Yakutyan family that they could be recognized as in need of housing from the flexible housing stock due to the loss of their only home as a result of the fire. The administration also explained that when a vacant premises meeting the area standards becomes available, it will be provided to the family in order of priority. The large family plans to use their legal right.
