In Yekaterinburg, investigators have opened a criminal case following a report that an unknown person attacked a man at Tsiolkovsky Street, 27. This was reported by the press service of the regional Investigative Committee.

The masked individual was filmed assaulting a neighbor during a recent confrontation.

‘In connection with this incident, the investigative bodies of the Russian Investigative Committee for Sverdlovsk Region have opened a criminal case on the grounds of a crime under Article 213 of the Criminal Code of the Russian Federation (hooliganism),’ the department explained.

The head of the Russian Investigative Committee, Alexander Bastrykin, has also taken control of the situation. He demanded a report on the progress of the investigation.

The unknown man, who hides his face behind a mask, has long been terrorizing residents of the Premier residential complex. He has repeatedly been the subject of E1.RU publications for setting cars on fire in the courtyard and attacking a driver with a crowbar on the road.

The latest act of aggression occurred just the other day. He attacked a man with his fists near the entrance. The conflict was captured on surveillance video. First, the Phantom tried to snatch glasses off a local resident, and then kicked him.

Unfortunately, no one is safe from such neighbors. Earlier, we reported on the situation at Ryabinina Street, 19. There, a young man periodically played music at high volume, cut off electricity in others« apartments, and wrote strange messages to female neighbors. The guy disappeared for a while, but then returned to his old ways.
