Novosibirsk explains why apartments dropped below 10°C during freeze

A recent cold spell in Novosibirsk led to indoor conditions that harmed household plants.
Novosibirsk City Hall explained why it was cold in the building at 2 Chelyuskintsev Street during the freeze. The temperature in the apartments dropped below +10 degrees Celsius (50°F).
The Energy Committee found that since the beginning of the heating season, the heating parameters at the building«s intake have been provided according to standards and the temperature schedule. During the abnormal frosts on January 17, the parameters in this building were lowered due to the inefficient operation of the hot water supply heat exchanger. It is located at the building»s thermal unit.
The department, together with the heat supply organization and the management company, took several measures to raise the temperature in the apartments. On January 18, specialists from NTSK LLC installed bypass lines at the thermal unit. The indoor temperature of the living quarters rose to +21… +24 degrees Celsius (70–75°F).
The city hall added that the provision of utility services should be monitored by the Novosibirsk Region Housing Inspection (GZHI). And if a resident is dissatisfied with the quality of services, they should contact them.
The city administration noted that there is no municipal housing in the building. Because of this, it is not possible to carry out measures within the framework of municipal housing control. Inspections of common property should be carried out by the owners, specialists hired by them, or responsible persons.
The building«s residents now have the right to decide to involve an independent expert organization to conduct a construction and technical examination.
In Novosibirsk, hundreds of residents complained about the cold in their apartments: the radiators were warm, but their capacity was insufficient to keep the apartments warm.
