Ministry of Health Repays Debt to Arkhangelsk Medics Over Delayed Payments

The hospital staff in Arkhangelsk have finally received their delayed housing compensation payments after months of uncertainty.
Doctors and nurses at the First City Clinical Hospital named after E. E. Volosevich have had funds returned that were delayed for several months. Some medics were owed up to 100,000 rubles (approximately $1,000). The Ministry of Health found funds to pay compensation to the employees.
This concerns monetary compensation for housing rent. It is provided to doctors and middle medical staff who work full-time and do not own housing in the settlement where the medical institution is located. Under this program, employees are compensated from 10,000 to 20,000 rubles per month (approximately $100 to $200).
This social support measure was introduced in Russian medical institutions in 2022. It is in effect throughout the Arkhangelsk region. In major cities of the region, medics are compensated 20,000 rubles per month (approximately $200), while in other settlements it is 10,000 rubles (approximately $100).
The problem with payments was first reported by employees of the First City Clinical Hospital named after E. E. Volosevich on 2 November 2025. At that time, the institution owed some doctors and nurses compensation for housing rent for 5 months, i.e., up to 100,000 rubles (approximately $1,000).
At that time, the regional Ministry of Health confirmed the delay in payments and reported that funds were insufficient due to an increase in the number of medics eligible for the payment.
After a public complaint, medics were returned part of the due funds — 40,000 rubles each (approximately $400). However, after that, social payments began to be delayed again.
“We indeed had a problem with paying compensation for housing rent to medical workers of state institutions. The delay occurred because the number of recipients of this social support significantly increased, and the budgetary funds allocated for last year turned out to be insufficient for all specialists,” the ministry reported.
At the end of January 2026, hospital employees reported that all due funds had been transferred to them.
“We hope that this year all calculations were done correctly and we won’t have to beg for money that is due by law. This is a very important social support measure, and it really makes the hard life of medical workers easier, removing a significant part of the financial burden,” the medics said.
