Daughter of Disabled Person in Volgograd Complains About Lack of Stroke Medication

According to the complainant, difficulties with obtaining the medication have lasted for about a year.
The daughter of an elderly disabled person in Volgograd has faced the impossibility of obtaining the subsidized drug Xarelto at the Sovetsky District clinic. This expensive medication, necessary for stroke prevention, costs 4,500 rubles (approximately $50 at current rates) for a monthly course.
According to her, the medication has been unavailable at the pharmacy warehouse for two weeks. Even previously, obtaining it was fraught with difficulties, and now the supplies are completely exhausted.
«What is most outrageous is that the medicine can be bought for money—it hasn»t disappeared, like some, due to certain events. And the federal budget allocates funds for them because that«s the law. But at what level the money is »lost«—it»s been unclear since last year,« noted the complainant.
The healthcare committee of Volgograd Oblast informed that the drug has already arrived at the pharmacy and will be issued to the patient.
«The information about the need to provide for the patient is under control both in the medical organization and in the Regional Health Department. Due to the availability of the medication in the pharmacy, within the timelines set for provision, the drug has been sent to the pharmacy. In the near future, the patient will be invited to receive it,» reported the department.
The problem with the availability of subsidized medications remains one of the most acute in the region. Volgograd Oblast took first place in the number of complaints about drug shortages directed to Vladimir Putin«s hotline in 2025.
