The Supreme Court of Russia overturned the ruling of the Seventh Cassation Court of General Jurisdiction from Chelyabinsk, which had previously deemed illegal the document that served as the basis for the mass demolition of kiosks in Yekaterinburg. This Supreme Court decision means that city authorities will continue the policy of dismantling kiosks.
As explained by the Telegram channel «Yekaterinburg. Main,» which is close to the city hall, the non-stationary trading facilities to be demolished are those whose placement agreements have expired.
«In simple terms, this means that they will demolish those NTOs (non-stationary trading objects — Ed.) whose contracts have expired and will announce auctions for new locations according to the current placement scheme. One that does not duplicate nearby stores, does not interfere with utility networks or visibility,»the channel reported.
The backstory of the dispute is linked to a Chelyabinsk court decision in September 2025. At that time, the court found that the decree of the Sverdlovsk Region government illegally reduced the possible extension period for kiosk installation contracts to two years. It was this change that led to most kiosks« extension periods expiring in 2025, making them subject to demolition. As lawyer Konstantin Akatyev previously noted, there was a federal recommendation to extend such contracts for seven years.
The Yekaterinburg city hall«s struggle with non-stationary trading facilities has been ongoing for a long time and is positioned as a street trading reform. Under this policy, kiosks selling ice cream, newspapers, fireworks, and other goods have already been demolished.
