Tyumen Authorities Have No Funds for DK Stroitel Renovation

The reconstruction of the DK Stroitel culture palace in Tyumen, which requires about 2 billion rubles (around $22 million at current rates), has been postponed again due to a lack of funding in the regional budget.

The fate of the DK Stroitel culture palace in Tyumen remains undecided. Authorities have repeatedly announced the imminent start of restoration for the Soviet-era building, but each time the project has stalled on the question of budget funding. Restoring the building requires around 2 billion rubles (around $22 million at current rates), which the treasury does not have.
The exterior of the once-majestic culture palace now gives the impression of an abandoned site.

Alexander Sidorov, director of the Department of Culture of the Tyumen Region, reported: «The design documentation for the reconstruction of the building has been developed. The timeline for the work will be determined after this facility is included in the draft regional budget for the next financial year and planning period, based on the availability of funds in the Tyumen Region budget.»

He also noted that the question of a possible demolition of the building and construction of a new culture palace does not fall under his department«s competence. »To make a justified decision, it is necessary to conduct a detailed survey of the building«s technical condition and compare the costs of reconstruction and construction of a new facility,» Sidorov emphasized.
The saga of repairing DK Stroitel has been ongoing since 2017. The first plans for a large-scale reconstruction were announced in the fall of that year, with the intention to start work in 2018 and finish by 2021. These plans were not meant to be.
  • In the summer of 2017, 14 million rubles (approximately $156,000 at current rates) were allocated for developing the reconstruction project.
  • The design documentation passed the state expert review only in 2019, and even then on the fourth attempt.
Despite this, the actual work was never started. In the spring of 2022, the repair was postponed once again, explained by the absence of funds in the budget.
In the summer of 2023, money was found, but only for the design stage. The contractor received 4.3 million rubles (approximately $47,800 at current rates) for a thorough inspection of the building.
In 2024, funding for the repair was again not provided. The authorities cited an emergency regime due to flooding, requiring the redistribution of budget funds.
For 2025, the answer was brief: there is no money for Stroitel, without further explanation.
