Tomsk to Pay for Unfinished Public Works After Contractors Fail

Due to the failure of contractors who did not finish renovating several public spaces in Tomsk on time in 2025, the city lost federal funding. Now the work will have to be paid for using only money from the city budget, said Deputy Mayor for Urban Development Denis Khafizov at a committee meeting on territorial development.
At the end of November last year, Tomsk Mayor Dmitry Makhinya said that due to missed deadlines for the renovations, the city risked losing federal funds, since the work on the sites was not completed and payment only occurs after completion.
At today«s committee meeting, Khafizov reported that in 2025, work began on nine public spaces in Tomsk. Eleven contracts were signed with contractors for these. Of these, only three were paid in full—the renovation of the Medical Square in Baranchukovsky and the Merchant»s Square in Derbyshevsky Lane, and the installation of lighting at White Lake was also 100% complete. Deadlines for the others were missed:
‘The other seven sites were at a high stage of completion but were not handed over and were not paid for. The contractors were added to the register of unreliable suppliers. This is a disappointing outcome for 2025,’ Khafizov said.
According to him, two contractors were responsible for all the unfinished work—the company Bizbrend-Sibir and individual entrepreneur Ufimtsev. The authorities will only be able to assess their work (and decide whether to pay for it or not) in the spring when the snow melts. But this will have to be done solely using funds from the city budget:
‘The allocated funds were returned to the federal and regional budgets. Of all the funds that were allocated to us, we paid only 12 million rubles (about $130,000 at current rates) for three sites out of the 67 million allocated. And if the work is accepted, we will settle with the contractors from the local budget,’ Khafizov explained.
Khafizov clarified to NGS70.RU that the contracts with these contractors were terminated. The organizations will have to prove in court the quality of the work they completed before the termination. Accordingly, their payment will also be decided through legal proceedings.
