Surgut Mayor Gets Prosecutor Notice Over Dacha Power Outages

City authorities explained how they are addressing the issue.

The prosecutor«s office shared the results of an inspection into complaints from Surgut dacha owners about electricity supply issues this winter. According to residents, there wasn»t enough electricity to heat homes in the cold, causing Surgut residents to freeze. The agency confirmed that violations exist.

«During supervisory measures, violations were identified in the improper supply of electricity and the maintenance of power grid facilities in the activities of the grid organization, which is the balance holder of power grid facilities for 14 garden partnerships,» the prosecutor«s office reported.

It is also noted that the grid organization did not recalculate payments for residents for the poor-quality utility service.

The prosecutor«s office also found violations in the work of the Surgut administration. The authorities are charged with failing to take sufficient measures to organize electricity supply. The city head and the director of the grid company received notices from the agency.

The Surgut administration reported that it is monitoring the state of electricity supply in dacha cooperatives. As city authorities explain, the cooperatives« power grids are not designed for high loads, especially for heating residential houses. And the number of residents permanently living in dachas is increasing every year. Initially, the networks were created with summer garden houses and outbuildings in mind. Overloading of power grids, especially in cold weather, leads to disruptions in their operation. Since November last year, 23 emergency outages have been recorded.

«The modernization of electrical facilities is proceeding at an active pace. Complete reconstruction of networks and substations has been carried out in 47 out of 77 partnerships where it is required, and in 30– partial. The work is planned to be completed by the end of 2028. The measures are being implemented by the efforts and means of grid organizations. Also, construction of a new overhead power line and substation for 23 partnerships is underway. The work is planned to be completed by the end of this year, but the approved completion dates fall in 2027,» the administration said about the plans.

Recall that similar complaints were received in December from residents of the garden partnership «Ryabinushka» and «Kedrovy-16». The latter, according to them, were left without electricity for more than 5 hours. This happened when the temperature outside reached -35 degrees Celsius (-31°F).
