The Supreme Court of Russia overturned the decision of the Seventh Cassation Court of General Jurisdiction in Chelyabinsk that declared a document illegal, which led to the mass demolition of kiosks in Yekaterinburg. This means that the authorities will continue to dismantle stalls.

«In very simple terms, this means that they will demolish those NTOs (non-stationary trading objects — Ed.), whose contracts have expired, and will announce auctions for new locations according to the current placement scheme. One that does not duplicate nearby stores, does not interfere with utility networks and visibility,» reported the Telegram channel Yekaterinburg. Main, which is close to the city hall.

Recall that in September 2025, a court in Chelyabinsk ruled that the decree of the Government of Sverdlovsk Region illegally reduced the extension period for contracts on kiosk installation to two years. After these changes in 2025, most kiosks had their contract extensions expire, so stalls began to be demolished.

Earlier, in a conversation with E1.RU, lawyer Konstantin Akatyev of the Association of Small-Format Trade Enterprises noted that there was a federal recommendation to extend kiosk placement contracts for seven years.

The Yekaterinburg city hall has long been fighting illegal kiosks. The authorities call this a street trading reform. Under it, kiosks selling ice cream, newspapers and fireworks, as well as other stalls and pavilions, have been slated for demolition. Read our review on why the city hall decided to get rid of them.
