Public discussions of amendments to the landscaping rules concerning facade decorations have started in the city. The relevant documents have been published on the website of the Committee for Urban Planning and Architecture (KGA).
As stated in the explanatory note, new requirements for greenery and floral design are being introduced to preserve the architectural appearance and maintain the aesthetic condition of St. Petersburg.
Initially, in late 2025, information emerged about a possible ban on the use of any decorations except approved standard ones. However, in the current version of the draft put up for discussion, the strict wording banning all other forms has disappeared.
Esthetic regulations define:
- preferred types of live plants, trees, shrubs, and flowers, as well as acceptable types of planters and hanging baskets;
- standard solutions for decorating entrances, shop windows, windows, and entrance groups of buildings for New Year and March 8.
If approved standard solutions are used for decoration, a separate approval of the facade landscaping project will not be required. In the case of non-standard design, the project will need to be coordinated with the KGA.
An important rule remains unchanged: all decorative elements must be placed without attachment to architectural details and structural elements of facades. Fastening is allowed only in the slopes of openings and in special flower boxes that were provided in the original building design.
