St. Petersburg Has No Approved Khrushchyovka Redevelopment Sites
Vice Governor Nikolai Linchenko stated that St. Petersburg's land use regulations lack any approved sites for the comprehensive redevelopment of residential areas. He made this announcement during a TASS press conference on January 20.

On January 20, during a press conference at TASS, Vice Governor of St. Petersburg Nikolai Linchenko stated that the current land use and development rules of the city do not have a single territory approved for comprehensive development of residential areas.
He recalled that legislation provides for four types of comprehensive territory development. At the moment, the land use rules designate plots included in three of them: development of undeveloped lands, non-residential built-up zones, and territories at the initiative of rights holders.
«There is not a single territory for comprehensive development of residential development today. The land use and development rules, as required by law, have not approved any of the territories for comprehensive residential development. We will continue to prepare comfortable support for this process in the future, that is, we will make the procedure as clear as possible, focused solely within the framework of citizens» interests,« Linchenko said.
The vice governor also pointed out that in 2026, the freeze on provisions of the city law on comprehensive development of Khrushchyovka territories expires. Changes in this area began to be implemented from 2022.
