Saratov Administration to Spend Millions on Flowers

The Labor and Social Development Committee of the Saratov administration announced a planned purchase of floral products for 3.3 million rubles (approximately $36,000 at current rates). This is evidenced by a notice on the public procurement portal.
According to the technical specification, the purchase includes the supply of a large volume of flowers and ready-made compositions. The list includes:
7,000 pieces of red single-headed carnations with stem length at least 70 cm;
4,500 pieces of roses in various colors with stem height from 80 cm. The specific color of roses will be agreed with the customer;
150 pieces of bouquet No. 1, which should include gerbera, bush chrysanthemum, alstroemeria, and ruscus. The minimum quantity of each flower type and the size of packaging material are strictly regulated;
160 pieces of bouquet No. 2 made of roses, bush chrysanthemum, alstroemeria, and ruscus with similar requirements for composition and packaging;
45 pieces of wicker floral baskets filled with alstroemeria, gerbera, chrysanthemum, gypsophila, and ruscus.
All items are subject to strict quality requirements: flowers must be fresh, without signs of wilting, with strong straight stems and no mechanical damage. The products must have transport packaging that ensures preservation.
The supply of flowers will be carried out throughout the term of the municipal contract, which is planned to be concluded until 28 December 2026. The customer will send specific orders to the supplier indicating the name, quantity, color range, date and time of delivery no less than three days before the required date.
The Labor Committee holds such competitions annually. However, last year the municipal body was ready to pay just over 2 million rubles (approximately $22,000 at current rates) for flowers, and in 2024 — 1.3 million rubles (approximately $14,000 at current rates). However, officials bought fewer flowers then. For example, they purchased 5,500 and 4,000 pieces of carnations in 2025 and 2024, respectively. Officials also requested two thousand and 1,500 roses, 150 bouquets No. 1, 70 and 60 bouquets No. 2, and 35 and 30 floral baskets.
