Residents battle dance studio over noise in Tyumen high-rise

Residents of the high-rise on Kholodilnaya Street are aiming to drive out the dance studio that opened in their building last August. According to one resident, loud music often plays in the evenings, and vibrations travel through the floor and walls. He is convinced that they are simply not allowed to live in peace.
«We have already complained to Rospotrebnadzor (the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing) and written to the prosecutor»s office—to no avail. Although there is an official ban on placing dance studios and music schools in residential buildings—as stated in the Sanitary Rules and Norms (SanPiN). By our standards, it«s noisy, but the authorities tell us that the noise level is within the norm, there is no threat to life, so everything is fine. It»s impossible to live like this: vibrations, constant strong buzzing. Very uncomfortable,« Vitaly told 72.RU.
He clarified that the dance studio is on the second floor of their high-rise. However, the first three floors in this building are non-residential and originally adapted for offices. One of the premises is precisely what the dance studio rented.
«Their focus is high heels; beautiful girls in tight outfits and heels practice. They turn on the music and enjoy until ten in the evening. For example, you want to sleep, but it»s noisy,« says our interlocutor.
It is also known that the residents of the building intend to sue the source of the noise. However, the dance studio assures: they operate within the law and never violate the established regional quiet hours law.
«We practice in a commercial-type premises located in an annex to the residential building. I know that you cannot make noise from 1:00 PM to 3:00 PM and after 10:00 PM, and all this is observed. There were complaints about us, they came to check the noise level and found no violations of established norms. I have the corresponding documents in hand. We are not violating anything, but the neighbors are angry with us. Constant vicissitudes occur,» the studio manager told 72.RU.
