New Rules for Child Benefits in Yaroslavl Region

Starting in 2026, the conditions for receiving the unified allowance for families with children and pregnant women have changed in Yaroslavl Region. The regional Social Fund announced new rules for income calculation and an increase in the minimum threshold.

Starting January 2026, updated rules for assigning the unified allowance — a common payment for families with children — are in effect across Russia, including Yaroslavl Region. This was confirmed by the regional branch of the Social Fund.
The press service of the fund clarified: «Family incomes will no longer include one-time material payments made by employers to employees upon the birth or adoption of a child, as well as monthly financial assistance to residents of Kursk Region who have lost their homes and other property due to the actions of Ukrainian armed formations.»
Moreover, requirements for the incomes of able-bodied family members have been adjusted. If in 2025, to receive the payment, a combined annual income of at least four minimum wages (MROT) was required, then from 2026, the minimum threshold has increased to eight MROT. In monetary terms, this is 216,744 rubles (approximately 2,200 USD at current rates), based on the new MROT in Yaroslavl Region, which from January 1 is 27,093 rubles (approximately 271 USD at current rates).
«When determining the necessary minimum income, in addition to wages, income from entrepreneurial and other activities, starting from 2026, temporary disability benefits will also be taken into account,» added the Social Fund.
The unified allowance is a monthly targeted measure of state support intended for pregnant women and families with children who find themselves in a difficult financial situation. The payment is assigned if the family«s per capita income is below the regional subsistence minimum.
Starting in 2026, in Yaroslavl Region, the subsistence minimum per capita is set at 18,939 rubles (approximately 189 USD at current rates). When reviewing applications, the family«s property situation is also assessed, including the availability of housing, transportation, and land plots.
