New Benefit Rules for Children and Pregnant Women in Yaroslavl Oblast

From the beginning of 2026, the rules for assigning one of the most popular benefits for families with children—the unified benefit—have changed in Russia. This was reported by the branch of the Social Fund in Yaroslavl Oblast.

“In family income, in particular, one-time material payments made by employers to employees upon the birth or adoption of a child are no longer considered, as well as monthly financial aid to residents of Kursk Oblast who lost housing and other property as a result of actions by Ukrainian armed formations,” clarified the press service of the Social Fund.

The requirements for the income of able-bodied family members have also changed. If previously in 2025, for the benefit to be assigned, a total income of at least four minimum wages (MW) was sufficient, then from the new year the minimum threshold has been doubled—to eight MW per year. In monetary terms, this amounts to 216,744 rubles (about $2,400 at current rates), based on the MW established from January 1, 2026, in Yaroslavl Oblast of 27,093 rubles (about $300).

“When determining the necessary minimum income, in addition to wages, income from entrepreneurial and other activities, from 2026, temporary disability benefits will also be taken into account,” added the Social Fund.

The unified benefit is a monthly targeted measure of state support for families with children and pregnant women in difficult financial situations. The payment is provided to families whose per capita income is below the subsistence minimum per person established in their region of residence.

From 2026, in Yaroslavl Oblast, the subsistence minimum per capita is 18,939 rubles (about $210). When making a decision, the property situation of the family is also taken into account—the presence of housing, vehicles, and land plots.
