Moscow residents increase use of electronic medical records

In 2025, residents of the capital used the electronic medical card (EMC) service 1.5 times more often than the previous year. The EMC allows residents to access information about their test results, studies, and doctors« recommendations 24/7. This helps them monitor their health more actively. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development.
«The electronic medical card has become the main digital assistant for Muscovites on health matters. Patients can view their medical data—test results, studies, doctors» prescriptions, and other important information—anytime and anywhere. In 2025 alone, over 660 million accesses to the service were recorded—almost one and a half times more than last year—and the total number since Muscovites gained access to the EMC has exceeded 1.6 billion. Almost all accesses are made through the EMIAS.INFO mobile app (rated 0+),« said Anastasia Rakova.
According to data, most patients view their EMC in the morning hours—from 09:00 to 12:00. The most popular sections in 2025 were «Tests,» «Appointments,» and «Studies.»
The electronic medical card allows for maintaining each patient«s medical history at all stages—from diagnosis and treatment to follow-up observation. Patients can access health information directly from their smartphones, including test results and instrumental studies (CT, MRI, ultrasound, and more), examination reports, vaccination records, prescribed prescriptions, and a range of medical certificates.
The most popular section of the service is the «Health Diary,» where residents can enter their data: pulse, weight, temperature, blood sugar and oxygen levels, blood pressure, and more. Data can be added via the EMIAS.INFO mobile app using text, voice, photos, or an AI assistant. Additionally, Muscovites can independently upload and download medical documents, order subsidized meals from the milk kitchen (a nutritional support service for children), and enter information about personal and family medical history in the relevant sections.
For parents of newborns in intensive care units, a 24/7 video monitoring feature is available, allowing remote monitoring of the children«s condition. Parents can also access their children»s EMC with confirmed kinship in their personal account on mos.ru.
All Muscovites over 15 years old with a compulsory health insurance (OMS) policy can use the electronic medical card. This requires registration on the mos.ru portal. Holders of a full account gain access to the EMC automatically, while users with a standard account will have access opened within five working days after submitting a request. If a parent with a full account has confirmed data about minor children in their personal account, access to their medical cards is provided automatically.
