Mayor Updates on Voronezh House Restoration After Attacks

On the evening of January 20, Sergey Petrin commented on the restoration work for housing damaged in two major attacks by the Ukrainian Armed Forces on Voronezh: on December 10 — when a high-speed aerial target was shot down on approach to the city, and on January 10 — when 17 drones were eliminated over three hours, teacher Dina Dubinina was killed, and three people were injured.
On December 10, recall, debris from an unspecified military object fell in a residential area on the left bank, damaging several apartment buildings. One of them was hit the hardest — a staircase collapsed in the entrance. From this building, 80 people were evacuated, 13 of whom immediately went to a temporary accommodation center (TAC). For more details, see the report on Voronezh1.ru. The next day, December 11, the city mayor stated that the entrance would be repaired within a month, but work has not yet begun. Now Sergey Petrin promises that it will start «by the end of this week».
— Specialists from VGTU (Voronezh State Technical University) conducted a technical survey of the damaged entrance«s structures, at LLC »Zhilproekt« they developed working documentation for restoration, and from the reserve fund we are allocating funds for its implementation, — the mayor said. — We will inform separately on the completion deadlines. We have provided places in the TAC to all who wished, 14 people are currently living there. We have a maneuverable housing fund, and we are ready to provide that as well. If there is no other housing, it is necessary to contact the district administration or the housing relations department.
In total, this building has two entrances, and besides the collapsed staircase in one of them — windows were broken in both. According to Sergey Petrin, in the second entrance, windows have already been glazed in 69 apartments and they are finishing glazing the balconies. In the first entrance, windows need to be replaced in 79 apartments — the structures have only been manufactured so far, but the installation dates have already been set.
The damage from the Ukrainian drone attack on Voronezh on January 10 — the largest since the start of the special operation — authorities preliminarily estimated at 20–25 million rubles (approximately $222,000–$278,000 at current rates). On the 12th, the mayor said that in total, more than half a hundred residential buildings were damaged — mostly private ones. Now, according to Sergey Petrin, restoration work continues:
— All necessary measurements were previously taken, materials were ordered. We have replaced window structures and glazing in 23 apartments of multi-apartment buildings. In private ones, measurements were taken, in two houses double-glazed windows and window blocks were replaced, in three roof repairs are underway.

Moreover, the city head stated, district administrations are preparing for payments for damaged cars. On December 10, there were about 20, on January 10 — according to preliminary data — more than 80. Now there are applications in total from more than 100 car-owning residents. However, there is a nuance. From January 1, 2026, the Voronezh authorities have limited the amounts of compensations for damaged cars — and there is a possibility that they will not always cover the actual damage. But in December 2025, there were no limitations yet — accordingly, payments should be under the old rules: that is, equal to actual losses.
In civil law, a law has retroactive effect only if it is expressly provided for in the law itself. But in the city council«s decision on social support for cars damaged by drones, such a footnote is not present. And it turns out that people suffered equally, but their rights may now be different.
