Developer dispute blocks parking for Yekaterinburg residents

In Yekaterinburg, parking used by residents of several large residential complexes was suddenly blocked. The cause is a conflict between developer PIK and the company Uralplastik, which owns the land plot.

The blocked parking lot served houses at Kosmonavtov Street, 9 and 11, the Kosmos residential complex, and multi-story buildings on Polimerny Lane.

«The parking lot is blocked with concrete blocks, and remaining cars cannot exit. The garbage area has been dismantled and moved onto the sidewalk. There is no information from Uralplastik regarding the future of the land plot,» said one local resident.

To get to work, drivers are forced to drive onto the road via the lawn, as all other paths are blocked.

The land plot belongs to JSC Uralplastik, whose general director is Viktor Pavlyuk. He also owns JSC Pump Plant on Kutuzov Street.

PIK«s press service declined to comment, but via the hotline, residents were informed that cooperation with Uralplastik ceased in the first half of 2025. Consequently, the company will no longer finance this parking lot and nearby projects.

The parking area will be transferred to another company, but its name is not disclosed. Also, PIK has abandoned plans to build a school and kindergarten in this area.

  • PIK is a federal developer founded in 1994. In Yekaterinburg, it has been operating since 2017, developing the territory of the former Uralplastik plant to construct the Kosmonavtov 11 quarter.
  • Later, the company launched the Iset Park and Utes residential complex projects.

The company PIK-Ural was established in August 2014 but still has the status of a small enterprise. It is registered in Moscow, and its general director since December 2020 is Dmitry Bugratsevich.

Similar incidents at this parking lot are not the first. In summer 2024, the exit was also blocked without explanation.

Earlier, residents of the residential complex at Kosmonavtov, 11 complained about the redevelopment of the quarter and delays in apartment handovers. They went to court and secured penalty payments from PIK.

Problems have arisen in other developer projects: apartment owners in the Iset Park residential complex reported delays in handovers and were dissatisfied with changes to facade colors.
