Contractor selected for waste collection in three Vladivostok districts

Three more districts in Vladivostok have secured a contractor for municipal solid waste (MSW) removal. The total value of the contracts exceeds 320 million rubles (approximately $3.2 million at current rates), with vehicles set to operate in the Sovetsky, Pervomaisky, and Leninsky districts.
Only one bid was submitted for each of the three auctions, leaving no choice in selection. It is unknown which company ultimately won which district. According to the documentation, the contractor must have a license for waste removal, processing, and disposal. It will also be required to neutralize certain types of waste.
The bid for the Sovetsky District, worth 19 million rubles (approx. $190,000 at current rates), specifies that over the entire contract period, 71,600 kilometers must be traveled. This covers 266 addresses, including businesses and educational institutions.
In the Pervomaisky and Leninsky districts, for 145.2 million rubles (approx. $1.45 million at current rates), waste will need to be collected from nearly 2,000 addresses, with vehicles expected to travel approximately 1 million kilometers. In the most expensive procurement, at 159.4 million rubles (approx. $1.59 million at current rates), the distance is shorter at 535,400 kilometers. These are addresses in the Pervomaisky District.
Additionally, a supplier for MSW removal in Artyom was determined on the second attempt. The final amount is 67.8 million rubles (approx. $678,000 at current rates). For the Pozharsky District, the amount is 50 million rubles (approx. $500,000 at current rates).
In December 2025, bidders were found for the Nakhodkinsky District, Bolshoy Kamen, and the city of Fokino. The first contract amounted to 76.5 million rubles (approx. $765,000 at current rates), and the second to 146.1 million rubles (approx. $1.46 million at current rates). A service provider for solid municipal waste (MSW) removal was determined for the Khasansky District, which will work for 20.8 million rubles (approx. $208,000 at current rates). In the Chuguyevsky District, a contract was concluded for 49.5 million rubles (approx. $495,000 at current rates). In the Nakhodkinsky District, a contract worth 50 million rubles (approx. $500,000 at current rates) was offered for several remote areas, and it was also won.
According to the plan, in the Nakhodkinsky District, about 420,000 kilometers must be traveled over the entire contract period, and in Fokino, slightly over 850,000 kilometers. This category includes the settlements of Fokino, Dunay, and Domashlino. It will be necessary to collect, transport, and dispose of particularly hazardous waste.
In the Nakhodkinsky Urban District, there are over 2,000 addresses, and in Fokino and Bolshoy Kamen, over 2,200 addresses. The procurement costs for the Nakhodkinsky Urban District were 50.3 and 76.5 million rubles (approx. $503,000 and $765,000 at current rates), and for Bolshoy Kamen and Fokino, 146.1 million rubles (approx. $1.46 million at current rates).
Two bids failed to pass the compliance check and were rejected. They were submitted for the auction in the Shkotovsky District and part of the Nakhodkinsky District. The first bid was valued at 3.5 million rubles (approx. $35,000 at current rates), and the second at 49.6 million rubles (approx. $496,000 at current rates).
The waste removal problem in Primorye is acute. Residents have been complaining about it since 2023. In 2024, Elena Parkhomenko was removed from the position of Minister of Housing and Communal Services, but the situation did not improve. Since 2024, there have been personnel changes in the regional waste management operator, PEO. Acting General Director Alexei Borisov was replaced by Andrei Borovsky, but in May 2025, he was arrested on suspicion of embezzlement. Problems with waste removal and interruptions in garbage truck operations only worsened. Eventually, he was sent to a pre-trial detention center (SIZO). All this time, the situation deteriorated, and the organization«s employees failed to handle waste removal, with garbage trucks sometimes not arriving at MSW disposal sites for weeks.
Primorsky Krai Minister of Housing and Communal Services Alexei Pershin, in an interview with VLADIVOSTOK1.RU, discussed measures to address issues with waste removal and recycling and explained the reasons for the failure of the «garbage reform.»
