Voronezh Capital Repair Fund Fined for Procurement Violations: Impressive Sum

Prosecutors in Voronezh Region have fined the local capital repair fund for procurement violations that limited competition.

The Capital Repair Fund (CRF) of Voronezh Region published a lively report on its achievements for 2025: patched up holes in 454 apartment buildings, completing 669 types of construction and installation work totaling 3.3 billion rubles ($33 million at current rates). Moreover, the CRF reported that it finally dealt with old elevators (which had exceeded their 25-year service life) in those buildings where contributions are collected for the regional operator«s common fund. In total, 317 elevators were replaced in 95 apartment buildings, at a cost of 929.4 million rubles ($9.3 million).

«The implementation of capital repair works in apartment buildings has improved the living conditions of over 70,000 people,» the CRF rejoiced.

The fund«s employees evidently have reason to rejoice. Recall that from January 1, 2026, the capital repair contribution in the region is calculated in a new way, and for some buildings, it soared by 17.3%. This year, they promise to carry out capital repairs in 444 buildings, completing 732 types of work, and plan to replace 55 elevators – but to spend 6.5 billion rubles ($65 million) on everything.

Meanwhile, prosecutors spoiled the mood for the «repairmen.» The supervisory agency checked how the regional CRF found contractors in 2025 – and discovered violations in public procurement.

«Various types of services or works at facilities located at a significant distance from each other – in different districts of the region – were combined into one procurement item,» explain the Voronezh Region Prosecutor«s Office. »This led to a reduction in the number of procurement participants and limited competition.«

That is, within one lot, potential contractors were given the condition: to carry out capital repairs of different systems in houses located, for example, in Voronezh and Kantemirovka (in Voronezh Region) – at a distance of 300 km. As a result, prosecutors initiated a case against the CRF under Part 6 of Article 7.30.5 of the Russian Code of Administrative Offenses – for violating the tender procedure. The fines provided for by it for legal entities are already impressive: from 20,000 to 30,000 rubles ($200-$300) – this for entities that handle billions. And the regional antimonopoly service, on a signal from the prosecutor«s office, punished the CRF at the minimum – with 20,000 rubles ($200). Sometimes it»s really hard to make sense of our laws.
