Tula man faces trial over fake army diagnosis

A young man from Tula is accused of evading military conscription by obtaining a fake medical diagnosis. He faces a fine of up to 200,000 rubles ($2,200) or up to two years in prison.

The Zarechensky District Court of Tula has received a criminal case against local resident R. S. Zhuludkov. He is accused of evading military conscription.
According to the investigation, the young man was registered for military service and had been deemed fit for service by the draft board. However, in 2023 he approached a commercial organization where, investigators believe, he paid to obtain fake medical documents.
These documents allegedly contained false information about a medical condition that allowed changing his fitness category from «A2» to «B». This gave grounds to exempt him from conscription and place him in the reserves. The man submitted the documents during a repeat medical examination.
The investigation believes that from March 2023 to March 2025 he illegally evaded service using forged medical documents without legal grounds.
The accused is currently under a written undertaking not to leave. The trial is scheduled for 10 February 2026.
Under the law, such a crime can result in a fine of up to 200,000 rubles (approximately $2,200), compulsory labor, up to six months of arrest, or up to two years of imprisonment.
