Samara Judge Could Be Reprimanded for Controversial Migrant Attack Verdict

The controversial decision by a judge of the Industrial District Court of Samara could cost her not only her career but also her freedom. The verdict in the case of the attack on State Duma deputy Mikhail Matveyev has drawn the interest of the head of Russia«s Investigative Committee, Alexander Bastrykin.
The conflict, as referred to, occurred in July 2024. According to the parliamentarian, he was driving along 9th Просека and noticed a group of migrants who were harassing passersby. The deputy decided to intervene and as a result sustained a head injury. The communist called the foreigners who attacked him an «international gang».
At the instruction of the chairman of the Investigative Committee, a case of attempted murder was initiated. All three attackers were found. It turned out that two of them were citizens of Uzbekistan and Tajikistan, aged 19. The youngest of the trio was a minor citizen of Russia.
The attackers were arrested. The investigation of the criminal case was completed after 9 months. But in early May 2025, Mikhail Matveyev stated that the article «Attempted Murder» had allegedly been removed from the indictment, and the materials themselves were sent for revision.
In late December 2025, the judge of the Industrial District Court announced the verdict. Here is what the parliamentarian himself said about the first instance decision:
«All three were released from the courtroom! Murod Musurov was acquitted. Armatur B. (Arthur — Ed.) — 10 months of corrective labor with a 10% deduction to the state income. Released from punishment due to the expiration of the statute of limitations. On articles 105, 213, acquitted. Nekruz Bokhirov — 2 years 10 months in a settlement colony, time in pretrial detention credited, released upon serving the sentence from the courtroom. On articles 105, 213, acquitted,» — stated the deputy.
A little later, the people«s elected representative supplemented his message:
«Civil claims were partially satisfied, from B. in favor of Matveyev — 50,000 rubles (approximately $500 at current rates). From Bokhirov in favor of Dyatlenko — 85,000 rubles (approximately $850 at current rates). Note that now all three have the right to rehabilitation and recovery from the budget of expenses for lawyers. The verdict will be appealed,» — added the deputy.
The verdict caused widespread public resonance. On one hand, Mikhail Matveyev and his lawyer Andrei Sokolov appealed the decision of the Industrial District Court. On the other hand, Tatiana Kirosirova, who announced her decision, also came under pressure.
«She requests a check on individuals who post comments online that discredit the honor and dignity of the judge. Moreover, they contain threats against Tatiana Yuryevna in the performance of her official duties,» — is reported on the website of the Industrial District Court of Samara.
In late January 2026, the verdict attracted interest in Russia«s Investigative Committee.
«By the investigative bodies of the SKR for the Samara region during the preliminary investigation, the actions of the attackers were qualified as attempted murder (Part 3 Art. 30, Art. 105 of the Criminal Code of the Russian Federation). The need to bring to criminal responsibility the judge who issued this decision is noted,» — stated in the message of the department.
Chairman of the SKR Alexander Bastrykin instructed his deputy to prepare an appeal to the Disciplinary Collegium of the Supreme Court of the Russian Federation. They will have to decide on the issue of holding the judge accountable.
