According to the regional Ministry of Education, the decision to build the school was made in 2023. Completion was planned for the end of the year, but it was put into operation only in 2025. Some work is scheduled to be finished by the third quarter of 2026 (the stadium and sports fields).
The construction contractor was Likstroy LLC. The company built schools and kindergartens in Novosibirsk Region under government contracts.
According to the Kontur.Fokus service, Likstroy LLC was registered in 2015. Until 2021, Malik Vakhabov was listed as the founder, after which it was Natalya Fazlyeva. She is also the company«s director today. Over its entire history, the organization received government contracts worth 4.3 billion rubles ($43,000,000 at current rates). As of 2023, the company»s revenue amounted to 384.7 million rubles ($3,847,000), net profit — 372 thousand rubles ($3,700). On January 23, 2026, monitoring was introduced against the legal entity in a case of insolvency (bankruptcy).
The construction company came under scrutiny in 2024 due to a criminal case involving a regional Ministry of Construction official, Olga Kolmakova. As NGS reported earlier, she was suspected of taking a bribe in the form of an iPhone 14 from a company representative. In return, the official helped prepare bidding documents.
Another scandal was associated with Toguchin, where a nursery was being built. The facility was planned to be completed in 2024, but deadlines were missed. As a result, the contract with Likstroy was terminated. Businessman Vladimir Dyatlov, who, according to an NGS source, managed the company«s affairs, ended up in pre-trial detention on charges of large-scale fraud (Part 4 of Article 159 of the Russian Criminal Code) involving budget funds. Dyatlov himself claimed he had no connection to the management of Likstroy and held an engineering position.
Additionally, we reported that Vladimir Dyatlov left children without a school in Suzun for 700 million rubles ($7,000,000) — NGS investigated where the money disappeared and what the authorities« support had to do with it.
Another widely publicized story was that Likstroy did not pay salaries to employees for six months — debts in 2024 exceeded 10 million rubles ($100,000).
