Tyumen City Hall Demands Removal of Giant Potato Sack
City authorities in Tyumen have ordered the demolition of a large potato sack sculpture, labeling it as unlawful advertising.

In Tyumen, a dispute has erupted over an unusual art installation at Lesobaza – a stele in the shape of a potato sack on Dambovskaya Street. City authorities consider the structure illegal advertising and demand its demolition. The owner company disagrees and has gone to court.
This concerns an object with the logo of the agricultural firm «KRiMM». The advertising committee of the Tyumen administration issued a demolition order, citing a violation of the «Advertising Law.»
According to the city hall, at Dambovskaya Street, 9 and Dambovskaya, 9/3, four advertising structures were placed without permission. In case of refusal to demolish, the authorities warned that they would remove the objects forcibly and recover the costs through court.
«On the land of the Tyumen Region Road Management Department, there was a sack with the name »KRiMM.« This is advertising, so an order was issued to the company,» explained the city hall. «Representatives of »KRiMM« stated that the structure is a real estate object and is not subject to demolition. We did not agree with this position, after which the company went to court. Meanwhile, the object was moved to another land plot.»
The agricultural firm «KRiMM» filed a lawsuit in the Arbitration Court of the Tyumen Region. The company asks to recognize the order as illegal and to recover from the advertising committee 50,000 rubles (about $555 at current rates) in court costs.
In the lawsuit, it is stated that the potato sack does not contain advertising appeals and does not promote goods or services, and only the company«s trademark is placed on it. According to the plaintiff, the object is not advertising and does not require a permit for installation.
This is not the first such dispute. In the files of arbitration courts, there is a similar case with the company METRO Cash & Carry. There, the court sided with the business, recognizing the demolition order as illegal and obliging the advertising committee to pay court costs, namely 50,000 rubles (about $555 at current rates). Currently, this decision is being appealed.
