24-hour Chita store loses license for night alcohol sales

One of the Pelikan 24 stores in the KSK area sold alcohol during prohibited hours, leading the Trans-Baikal Territory«s Regional Tariff Service (RST) to suspend its license. This was reported on 5 February in the regional government»s Telegram channel.
« The inspection revealed facts of alcohol sales during prohibited hours, as well as sales without recording the information in the Unified State Automated Information System (EGAIS), » the message quoted the words of regional RST head Nadezhda Kolebanova.
The raid on the store was organized after residents of Chita appealed during a direct line with Trans-Baikal Governor Alexander Osipov.
The inspection showed that Mirazh LLC, operating the Pelikan 24 store in Chita, violated the law. The company was punished under Articles 14.16 and 14.19 of the Code of Administrative Offenses. According to the law, the service temporarily suspended the company«s license and asked the Arbitration Court of the Trans-Baikal Territory to annul it.
According to the Kontur.Focus service, Mirazh LLC was registered in Chita on 25 July 2022, with the main activity being retail sale of alcoholic beverages, including beer, in specialized stores. The director and owner is Elena Khatkovskaya. The company«s revenue for 2024 amounted to 162.1 million rubles (approximately $1.8 million at current rates), with net profit of 1.5 million rubles (approximately $16,700 at current rates). According to the 2GIS service, the company has seven branches in Chita, three of them in KSK, one on Rakhova Street, and one each on Irkutskaya, Traktovaya, and Mira streets.
In the Trans-Baikal Territory, laws aimed at combating alcohol addiction came into effect on 1 September 2025. In particular, the sale of alcohol in retail outlets is limited daily from 12:00 to 22:00. And from 1 March, time restrictions on the sale of alcoholic products will also come into force in catering establishments — from 23:00 to 12:00 the next day. On the instructions of Alexander Osipov, inspections of retail outlets where alcohol is sold are being carried out in the region.
