Ryazan Oblast Budgets 5 Million for Stray Dogs

Ryazan Oblast will spend over 5 million rubles (approximately $55,000 at current rates) on stray dog catch, sterilization, and return in 2026. Residents can report strays to their district administration.

More than five million rubles (approximately $55,000 at current rates) from the Ryazan Oblast budget will be allocated for managing stray animals. The contract costs include all procedures of the OSVV (catch–sterilization–vaccination–return) system.

YA62.RU has found out what will happen to stray animals, when they will be caught, and how much money has been allocated. These amounts are currently available in public sources:

Kasimovsky District — 1,739,787 rubles (approximately $17,400 at current rates).

  • Shilovsky District — 987,127 rubles (approximately $9,900 at current rates).

  • Skopinsky District — 950,000 rubles (approximately $9,500 at current rates).

  • Pronsky District — 561,349 rubles (approximately $5,600 at current rates).

  • Ryazhsky District — 545,527 rubles (approximately $5,500 at current rates).

  • Korablinsky District — 425,777 rubles (approximately $4,300 at current rates).

  • Shatsky District — 385,860 rubles (approximately $3,900 at current rates).

    These sums are calculated for the period up to the end of 2026 — until December 25.

    How will stray dogs be caught?

    Stray animals are caught, vaccinated, neutered, and released to prevent epidemics, harm to people, and also to help the strays themselves. This is stated in all tenders.

    «The catch of animals without owners is carried out using methods and technical devices that do not lead to mutilation, injury, or death of animals, with the use of devices, preparations, and materials approved and certified for these purposes,» the documents state.

    Dogs will be caught not on a fixed schedule, but based on requests submitted to the district administration. The requests must specify the number of stray animals and the name of the locality — this information will be passed to the contractor.

    If you notice a stray dog, report it to your district administration. Officials must pass the information to the catch service.

    The contractor must catch the dogs within three working days of receiving the request. If they are dangerous or show aggression, work must be done immediately.

    However, stray animals will be caught with restrictions in Ryazan Oblast. Here are some of them:

    Do not catch sterilized stray animals with permanent marks (exception — showing aggression);

  • Do not use drugs and equipment (wire loops and hooks) that can lead to injuries or death of animals;

  • Do not catch animals in the presence of children (exception — aggression).

    The contractor must video record the entire catch process. Then the animals will be sent to the shelter in cages — the size will be such that they can assume a natural position, including lying down and standing up.

    Where are the dogs sent and what will happen to them?

    Stray dogs are sent to shelters — they must be located no more than 500 km from the place of catch. The animals are placed in enclosures, cages, or dog houses on fenced territory; the main condition is that the temperature should not be lower than +10°C (50°F).

    Several dogs of the same type are placed in one cage. Only some of them are kept separately:

    aggressive dogs;

  • sick dogs;

  • females with puppies;

  • females in heat;

  • females with late pregnancy or in the pre-birth period;

  • nursing young.

    Immediately after being caught, the animals will be examined by a veterinarian, who will then carry out vaccination, microchipping, and sterilization. The process must be confirmed by photos or videos.

    «Sterilization (castration) is the most humane and effective way to reduce the number of animals without owners,» the document states.

    After all procedures, the dogs are returned to their original habitats.

    Aggressive and dangerous animals spend their entire lives in shelters — until natural death. Alternatively, they may be taken by compassionate people.

    Animals in shelters in Ryazan Oblast cannot be euthanized — only in exceptional cases: if the dog is seriously ill and suffers unbearable pain, or if the pet has injuries incompatible with life. All facts must be confirmed by a veterinarian.

    Euthanasia of dogs is carried out using humane methods and must ensure a quick and painless death.

    What if your animal was caught?

    There are cases when pets slip their leash or simply get lost in the city. If the owner knows that the dog has been caught, they can safely reclaim it. But the main criterion for determining whether an animal has an owner is tags on collars or microchips. In such cases, the shelter may call themselves.

    If there is neither a microchip nor a collar tag, the owner must provide proof that the pet is indeed theirs. This could be a veterinary passport or photos with the dog.

    To reclaim a pet, you need to bring your passport, and then sign an acceptance–transfer act.
