Sverdlovsk Rescuers Urge Staying Home Due to Extreme Frosts

The beginning of February in the region will be accompanied by abnormally low temperatures, which in some areas may reach -42°C (-43.6°F). Strong winds with gusts up to 18 meters per second are also forecast.
Specialists from the regional department of the Ministry of Emergency Situations (EMERCOM) recommend that citizens stay home if possible and avoid trips in personal vehicles. All types of outdoor and work at height must be suspended.
If going outside is unavoidable, the following additional precautions should be taken:
- Apply a rich cream to exposed skin, avoiding moisturizers.
- Dress in several layers of warm clothing.
- Do not remain motionless in the cold, especially at public transport stops.
- In severe cold, move in short bursts, taking breaks in warm places such as shops or building entrances.
Breathe slowly and shallowly in the extreme cold, always through the nose. If signs of frostbite appear, such as loss of sensation in fingers, ears, or other body parts, it is strictly forbidden to rub them with snow or warm them with hot water — this can lead to tissue necrosis. The affected area should be gently wrapped in a dry, warm cloth for gradual warming, and medical help should be sought as soon as possible if sensation does not return.
After returning to a warm room, the body needs time to adapt. Taking a hot shower, bath, or drinking tea is recommended no sooner than 20–30 minutes later.
