Stay Home! Sverdlovsk Rescuers Issue Emergency Warning

The last month of winter will begin with frost and strong winds. In some parts of the Sverdlovsk region, the air temperature will drop down to -42°C (-44°F). Wind gusts of up to 18 meters per second are expected.
Sverdlovsk rescuers are urging people to avoid car trips and stay at home. All outdoor and work at height should be stopped.
If you must go out, you should apply a thick cream (not a moisturizer) to your face and hands, dress warmly, and if possible avoid standing still outside, especially at bus stops. If the cold becomes unbearable but you must walk, move in short bursts with stops in cafes, shops, or building entrances.
Breathe in the cold slowly, shallowly, and through your nose. If you realize you cannot feel your ears, fingers, feet, or other body parts, do not rub them with snow or warm them with hot water—this can lead to necrosis, rescuers warn.
It is better to wrap the frostbitten area in warm, dry cloth and let it warm up. Seek medical help immediately if sensation does not return.
Upon returning home, the body needs time to adapt to above-zero temperatures. Taking a shower or bath, or drinking hot tea is recommended only after 20–30 minutes.
