50-Volume Case: Ex-Samara Health Deputy Faces Third Trial

Aslanbek Mayramukayev, the former deputy health minister of Samara, will stand trial for a third time on fraud and embezzlement charges. He has already been convicted in two prior cases.

A new trial will be held in Samara concerning machinations within the regional health ministry. Aslanbek Mayramukayev will once again be in the dock.

The detentions in the Health Ministry became known in early August 2023. The ministry was searched, and the minister at the time, Armen Benyan, was called in for questioning. However, it soon became clear that the case had been opened against Deputy Minister Aslanbek Mayramukayev.

«According to investigators, the accused acted as part of an organized group. He lobbied for the interests of two companies controlled by the group»s organizer under the guise of complying with the contract system. The accused secured a state contract for the supply of medical equipment by inflating the cost of the products. This caused budget damage of more than 50 million rubles (about $500,000 at current rates),« police said.

In addition to abuse of power, Aslanbek Mayramukayev is also charged with eight episodes of theft of another«s property by deception, committed by an organized group and on a particularly large scale.

The accused admitted his guilt and actively assisted in solving the crime. During the investigation, police questioned more than 45 witnesses. The criminal case comprises 50 volumes. The materials have already been sent to the Sovetsky District Court of Samara.

In addition, Aslanbek Mayramukayev was also accused of taking a bribe. In July 2024, he was sentenced in that case. And in November 2025, the former deputy minister and the directors of two commercial structures were sentenced for fraud in the purchase of equipment.
