What's happening on Novosibirsk's Fourth Bridge? The Ministry of Transport responds

The fourth bridge in Novosibirsk was opened before being put into full operation, and the final date for the completion of construction work remains undetermined. The regional Ministry of Transport and Road Infrastructure explained how traffic is organized on the large construction site, what work is currently underway, and who is responsible for the facility.
Without Exact Dates
In response to an inquiry from NGS, the regional Ministry of Transport stated that the concessionaire is installing foundations for acoustic screens and mounting acoustic panels. Furthermore, it is necessary to finish building the storm sewer and stormwater treatment facilities beneath the main overpass.
Work also continues on constructing a retaining wall and reinforcing the roadway slab for one of the exit ramps, installing tram tracks on another ramp, and reconstructing a storm sewer collector on Shirokaya Street. Additionally, construction of the open section of the tunnel overpass in the alignment of Stanislavsky Street is not yet finished. Finally, the concessionaire will also have to dismantle the temporary access roads.
«In accordance with the decision of the Arbitration Court of the Novosibirsk Region, the deadline for completing the facility is 6 December 2025. Construction is proceeding under conditions of delay of the concession agreement,» the regional Ministry of Transport stated. «Work at the construction site is being carried out around the clock.»
On 27 January, at a press conference at the Interfax news agency, Minister of Transport and Road Infrastructure for Novosibirsk Region Anatoly Kostylevsky outlined what should be delivered in the next six months.
«In the first half of the year, we must raise the tram to the second level at Truda Square, meaning launch it on the elevated section. This is a landmark event for the construction site. Installation of monitoring systems for the cable-stayed structure, work on the toll collection point, and construction of the tunnel in the alignment of Stanislavsky Street will also continue. And there is also a considerable number of utility relocations in the area of Truda Square and Energostroiteley Square,» he explained.
However, the ministry did not provide a precise deadline for the bridge«s handover and commissioning.
Responsibility Lies with the Developer
Temporary operational traffic on the bridge was opened in mid-December 2025. Before its opening, as explained by the Ministry of Transport, testing was conducted, along with certification of artificial structures and diagnostics of the roadway.
Responsibility for safety at the construction site, as well as for the preservation of property until the facility is commissioned, lies with the developer—Siberian Concession Company LLC.
The developer ensures the bridge«s operation using its own funds and also engages subcontractors.
Traffic Organization
The speed limit on the bridge is currently 40 km/h (25 mph). Photo and video enforcement cameras are installed but are not yet detecting traffic violations. As clarified by the regional Ministry of Transport, enforcement will begin after the traffic management plan is approved.
«The existing traffic management has been implemented in accordance with the project documentation, which received a positive conclusion from the FAU »Glavgosexpertiza of Russia,« and with traffic organization schemes agreed upon with the Novosibirsk city administration,» the Ministry added.
The response to the inquiry did not specify any deadlines for approving the traffic management plan.
